I am on AT&T, but have seen that several others on Verizon have the same problem. This has been the case for a while, over several different updates. This is not unique to my iPhone 11 Pro Max, or IOS 13.1.2. Text someone else: Try texting other people to see if they are receiving your messages. I can not send a photo to a group text that includes at least one non-iPhone.My block picture & messaging was already off, so, on a whim, I toggled on and back off again. If they do, your number is probably not blocked if they don't, then that's a red flag. As suggested, I went into: My Verizon App > sign in > select the phone/ device > manage device > preferences > block specific services > block picture & messaging. SMS/MMS to a non-iOS device is handled through the carrier. Check with your carrier to ensure that you have a provision for SMS/MMS on your account. To accomplish that by the iPhone, you need to have a supported plan from your cellular carrier, and you need to have cellular data turned on. Check if they are a suggested contact: Try deleting the person's phone number, and then checking if they reappear as a suggested contact. Sending a photo to a non-iOS user is MMS.However, if it tells you that the person you're trying to call is unavailable, even after multiple calls at different times of the day, there's a chance they may have blocked you. Call the person: If your call goes to voicemail, it means they haven't blocked you.Locate MMS Messaging option and check whether or not it is turned on. Select iPhone appearing on iTunes on the PC screen. A pop-up will appear saying 'Trust This Computer', click 'Trust'. Open iTunes and connect the iPhone with your computer via digital cable. This might help: Make Sure MMS is Turned On. If the problem that iPhone won't send picture messages is still there, then restore iPhone to factory settings.
